We can add this to learner users via import - would this work in this scenario? This is not a field we would allow learners to enter themselves, nor show on the user profile, but we support adding "hidden fields" to any user that you import to a portal.

In this scenario, while you need to include all the columns in the template, the only ones that you need data in for your purposes are:
- Email - the learner's email
- Notifications - set to FALSE to avoid sending an email for the import.
- Identifier - the learner's student number
