Allow Signed Learners to Start Projects Without Waiting for Teammates

Currently, student teams cannot move forward with a project until every team member has signed their agreements.
However, requiring 100% of the team to sign before anyone can proceed is creating a significant blocker at the beginning of experiences, especially during add/drop periods when team membership is still changing.
Could we allow individual learners who have signed their agreements to move forward, even if other members of their team have not yet completed theirs?
Ideally:
Signed learner → gains project access → can connect with employer and begin participating
Unsigned learner → remains blocked → gains access once agreements are signed

Currently brainstorming potential solutions to address this request; it should be followed by engineering input for an initial feasibility check before drafting requirements as the solution isn't straigtforward.

Hi Ola Olszewski, would you say that this bottleneck situation is a real blocker for project start? how soon would you need this feature to be in place?

Hey Karina, it's gearing up as Fall projects are starting and will continue to increase over the next couple of weeks into October. Thus far there's been a few instances, but can see this as being a real blocker in the near future given the nature of academic experiences

Ola Olszewski thanks for the context. For the Fall learner onboarding season we are "too late", Product would be able to start on this the earliest next week or so, and after engineering hand off and completion, that would bring us to mid-October. So for now, let's target a solution for winter onboarding season. If you notice more cases happening and it truly blocking team activity, let me know so we can reassess priority.
In the meantime, I'd like to start bouncing some ideas with you:
one of the solutions we could investigate here is suspending team members who haven't signed their agreements by kickoff or something like this. How do you feel about this?

Karina what would that look like? I thought suspending users only denied users access to log in, but it wouldn't remove their membership in their team/team status? Let me know if I'm getting this mixed up.

ah Karina realize you mean suspending users from their team, and not their account. Totally, that's what most folks have been doing and Beth Wilson brought up as a solution as well.
It's quite tedious with hundreds - thousands of students to monitor but for a quicker turnaround is there a way to "suspend" to have the rest of the team proceed, then have the suspended user still have the capability to do the thing i.e. agreement/survey/etc. which will auto unsuspend without our actioning?
