Allow students to rank projects

I've chatted with Seneca about a similar feature for Rank and Match as an alternative option to match students to projects.
This would enable rankings for both students (who also apply with resume) and organization. A ranking algorithm (lowest sum) would then make the tentative matches.
A students top choice (1) + the employers top choice (1) would result in the lowest sum of (2) and a match would be made.
It would iterate to the next lowest sum for the next match until the number of students that the host organization wants to accept are all matched.
