Currently, when trying to save a draft survey, the button to execute that action reads 'Submit,' which is unclear to the user as it doesn't indicate where/what it's being submitted to. The button should be re-labeled to say 'Save' or 'Save as draft' so the user understands with certainty what that button is doing, as actually, publishing is a separate, subsequent step.
