Default to experience invoice approval for 100% Riipen paid experiences

Unless Im mistaken, presently the default invoice approval when turned on in the wizard is both project and experience, regardless of payer - if we could default to experience approval only when it is 0% employer paid, that would save a step of having to go edit this in the settings after each wizard completion.

Barkha Patel Crystal Wright I'm just going to update this one to "Closed" and the corresponding ticket to "Won't fix." We're really trying to push for using employer invoice approval even on signature programs that are completely portal paid, so I think we should keep the existing default of "both" and this will just need to be something that is reviewed/edited per experience.
