Per department surveys

As an educator, I'd love to be able to create portal level surveys which are only applied to specific departments. Meaning only experiences that have the same department as a department listed on my survey will use it.
I should probably be able to tag multiple departments to a given survey as I might want to use it in 2 of many departments.

- Per department surveys, as described here.
- Portal level surveys (as current) but you can disable any that you wish on a per experience basis.
- Portal level survey templates are created at the portal level, then you use them wherever you like.

I think no. 1.
There are niche use cases where I can see value in no. 2 or 3 though.
But also making portal level surveys optional, to added them or turn them off where you like would arguably just water down response rates to surveys which are set across an institution.

as we start to run more consortium programs this is really helpful!
all experiences which are funded by the consortium (eg. CIC) are grouped by department. we then also encourage schools to purchase extended licences for more courses.
additional courses in these portals do not need the same surveys as those which are part of the consortium funding/ research
