Update the language for employer project creation that asks employers to list the number of hours the entire project will take

Currently, when employers list the number of hours an entire project will take, it shows up as the number of hours per learner.
It would be best to update the question to match the output, so the question should ask how many hours per learner vs how many hours for the entire project and then both the question and the output will align.
