If a "Team" milestone has no submissions a user should be allowed to delete the milestone

As an observer I should be able to see/participate in teams conversations
I would like to have team observers' access to team conversations automatically, whether it's to view and to be a member, or to be a member of those only.

Allow students to rank projects
As an educator it would be helpful for me when creating my student teams if I knew what projects students preferred.
